JERUSALEM (Reuters) - Israel's cabinet is expected to approve a controversial package of tax hikes and spending cuts aimed at reining in the budget deficit, which analysts say will give the central bank room to resume monetary easing to support a weakening economy.

The vote is slated for later on Monday although such discussions in the past have gone on into the night. Israel forecasts economic growth of around 2.5 percent this year, slowing from 4.8 percent in 2011 and resulting in a tax revenue shortfall that will push the budget deficit closer to 4 percent of gross domestic product (GDP). That would be well above an initial target of 2 percent.

The government last month opted to raise the 2013 deficit target to 3 percent of GDP from 1.5 percent, leading Bank of Israel chief Stanley Fischer to warn that interest rates may have to rise since fiscal loosening is inflationary.

The measures the cabinet will vote on include raising income taxes by 1 percent on those earning more than the average salary of 8,881 shekels ($2,198) a month starting in 2013. Taxes on salaries over 67,000 shekels a month will go up 2 percent. Income tax rates in Israel range between 10 and 48 percent.

Value added tax (VAT) is also set to rise to 17 percent from 16 percent, most ministries' budgets will be trimmed by 5 percent and the tax authority is targeting tax evaders to collect billions of shekels. Last week, Finance Minister Yuval Steinitz ordered immediate tax hikes on cigarettes and beer.

The Finance Ministry said the measures would add 14.4 billion shekels to state coffers next year.

ATTACK ON MIDDLE CLASS?

Netanyahu and Steinitz have defended the austerity steps as crucial to preventing the economy from deteriorating and requiring more severe measures.

"Governments that did not act in time, did not take determined action, and did not act responsibly, caused great harm to their people, both in terms of mass unemployment and in terms of crumbling social systems," Netanyahu said at the start of the cabinet meeting. "We will not allow that to happen ... We need to act responsibly."

Details of the plan have dominated the news, with commentators and opposition leaders criticizing the government for attacking the middle class at a time when the public has been protesting the high cost of living.

One of Netanyahu's few supporters is Fischer, who on Sunday called the fiscal steps "brave and essential" to improve Israel's budget situation.

"Due to Netanyahu's determination to act as soon as possible, in order to prevent Israel from sliding into a debt crisis, we believe now that the Bank of Israel will feel more comfortable to continue cutting rates in the near future," said Modi Shafrir, head of ILS Brokers, who forecasts cuts of up to another half-point by the end of 2012.

Last week, the Bank of Israel held its benchmark rate at 2.25 percent, after cutting it in June for the first time in five months, with some analysts citing concerns over the budget as a key reason for the central bank staying on hold.

"If progress is made towards improving fiscal prospects, the Bank of Israel will likely cut its base rate 25 basis points to 2.0 percent at its next meeting" on August 27, said Barclays Capital emerging markets economist Daniel Hewitt.

On Friday, attorneys for the 1970s rock band The Knack -- famous for its song "My Sharona" -- sent a cease and desist letter to Wasendorf and his now-shuttered Italian restaurant MyVerona in Cedar Falls, Iowa, to stop him from using a re-recording of the tune as part of the eatery's online advertising campaign.

The restaurant had used the song, with the chorus modified to "M-M-M-My Verona," for several years as a theme song on its web site and other online venues, according to local residents and former company employees.

Among other things, the song served as a soundtrack to a video montage shot inside the restaurant, including clips of a plate of wood-grilled beef tenderloin, hand-cut pasta and a glimpse of the restaurant's collection of more than 240 varieties of wine. As of Friday afternoon, two weeks after Wasendorf was arrested at an Iowa hospital, the video was still available on YouTube and the restaurant's web site.

Wasendorf never contacted the authors of the song or the copyright owners and did not pay for the right to use it commercially, according to a letter sent by an attorney representing Knack bandmates Berton Averre and Doug Fieger, the song's authors.

"The Composition is one of the most popular songs of all time, and companies pay our client significant sums for the right to obtain a license for the use of the composition," according to the letter, which noted that Wasendorf could face as much as $150,000 in statutory damages.

The public defender representing Wasendorf was not immediately available for comment.

The Commodity Futures Trading Commission has accused Wasendorf of misappropriating more than $200 million of his brokerage's customers' funds.

"All he had to do was pay us and send us a copy of the lyrics so we can OK them," Averre said. "We got bubkes. It's really outlandish, that someone in this day and age tried to get away with this."

Kirsty Logan is a fiction writer, journalist, literary magazine editor, teacher, book reviewer, arts intern, and general layabout. Rumjhum Biswas: Strong coffee?a lot of writers can relate to. Can you tell us a bit more about your love for retold fairy tales and children?s ghost stories? (Incidentally I love these too, though not coffee!)

Kirsty Logan: I love fairy tales and ghost stories, both as entertainment and inspiration. I find that a lot of adult horror goes for shock or gore, and I just don?t find those things scary. When I read horror I want a quick, strange story: a perfect little gem of creepiness. For some reason, I find that children?s scary stories are much more satisfying than those for adults.

And fairytales??Well, I just can?t get enough! They also satisfy my need for a perfect little gem of story, though with fairytales it?s more a desire for strangeness, wonder and a sense of a satisfactory ending. I wrote my undergraduate dissertation on retold fairytales.?My favourite are in Emma Donoghue?s wonderful short story collection, ?Kissing the Witch?, which I can?t recommend enough.

RB: Your Bridport 2010 3rd prize winning story ?Underskirts?, subsequently published in Pank is unusual in that it packs in many voices and POVs into a single short story, with each like a piece of flash leading up to a smooth and sensuous homogenous whole (story).? We?d love to learn more about the process behind ?Underskirts?.

KL: I?m not sure how much I can comment on process because most of the time I just stumble and fumble and daydream on the page and somehow, eventually, it becomes a story. I know that for this story, as with most stories I write, I got most of the way through (about 80%) and then got stuck. I talked to my girlfriend about it and, in amongst that talking, the proper ending came to me. She must think I?m crazy because often I?m halfway through explaining a story when the answer occurs, so I stop mid-sentence and say ?never mind, thank you, love you!? then run to my laptop. I wrote more about the inspiration behind ?Underskirts? in my blog series Thievery.

Incidentally, ?Underskirts? is due to be reprinted in Best Lesbian Erotica 2013, which just goes to show that genre is mostly arbitrary!

RB: How often does the sea figure in your writing? What does the sea mean to you?

KL: The sea is a big part of my writing. It symbolises so much to me: freedom and claustrophobia, escape and stagnation, beauty and danger. Britain is such a tiny group of islands, entirely surrounded by water, and sometimes it seems like that makes us so free to go anywhere but sometimes it feels like we?re so isolated. Particularly in Scotland, because we?re so far North and there?s really not much above us but ice. In Britain you?re never really that far from the sea, and I try to go there as much as I can. It reminds me that I?m just one tiny person in an unimaginably huge world, and that never fails to calm me.

RB: You have achieved much success at a young age. Where do you see yourself in your writing journey next?

KL: A book! I have so many short stories published, and I?ve done commissions and performances and radio work and visual art, and I feel that it?s getting to be a bit silly that I don?t have a book yet. I think the problem is that I have such a short attention span, and I get excited about every new project and throw myself into it. I find it hard to sit down for a long period of time and work on a book, which is a huge project. But I have an agent and I feel that things are getting close to being complete. So maybe 2013 will be the year I?ll have a book.

RB: You?re working on a novel and a short story collection. Would you like to talk about your current projects a bit?

KL: Rust and Stardust is a dark, dreamy myth about a young woman trying to escape from her small island home while dealing with her little brother?s death by drowning. It was recently shortlisted for the Dundee Book Prize, and they put out a free e-book including a chapter from the novel, so you can have a wee read of it.

The Rental Heart and Other Fairytales is a short story collection. Some of the stories are retellings of classic fairytales and some are new, modern fables ? it?s got clockwork hearts, paper men, circuses, and a gracekeeper. The stories have won prizes and been published in many literary journals, but I?ve been writing some brand-new stories too. I reckon I have one more story to write, then it will be finished.

RB: How many flash pieces do you have in your short story collection?

KL: If flash is defined as ?under 1,000 words?, then only one. It?s called ?Beauty?, it?s inspired by ?Sleeping Beauty?, and you can read it at Annalemma.

RB: I understand you are also working on You Look Good Enough to Eat Me, a chapbook of poetry and flash fiction. That?s an interesting title! Do the poems and stories follow a particular theme? We?d like to know more about your chapbook.

KL: The theme, which won?t be surprising from the title, is sex. Each of the poems and flashes look at intimacy, the body and relationships, often from a sexual or romantic angle, but also looking at the intimacy of parenthood, the liminality of the body, and how easily relationships can be built or broken. All my writing is about intimacy, really.

RB: Prior to your writing life, did anyone inspire you or help you become a writer?

KL: My parents were always an inspiration. They raised me in a house with a wall of books, none of which were off-limits to me, not even the ones about monsters or with bare breasts on the cover. I read George Orwell?s 1984 and JG Ballard?s Crash when I was far too young to know what they were really about, selected purely because the covers looked like something I shouldn?t be reading! Although they shocked and disturbed me, I?m glad I was given the chance to read them. I had a loving, supportive childhood, so I felt safe being unnerved by fiction. While I didn?t appreciate it at the time, I see now how my parents? trust and belief in me helped me to have faith in myself.

RB: Which writers do you enjoy reading most these days?

KL: I really enjoyed the latest novels from Louise Welsh, Sadie Jones, John Burnside, Jane Harris, Tana French and Emily Mackie. I love a good strong story, beautifully written, in a setting so vivid I think I?ve really been there ? and all of the above writers deliver on that.

In terms of new writers, I think the ones to watch are Katy McAulay, Mercedes Yardley, Lynsey May, Amber Sparks, and Allan Wilson.

RB: I understand you always wanted to start a flash fiction magazine, and when you and Helen Sedgwick shared your views you found a like minded editor in each other. Can you take us to that day when you and Helen first discussed this? What was on your mind and how did you feel about the challenge? What steps did the two of you take after the initial brainstorming?

KL:It was a pretty spur-of-the-moment decision! Helen and I met on Glasgow University?s Creative Writing MLitt course, and we stayed in touch when it finished. It soon became clear that we liked a lot of the same sorts of books and stories, and we both wanted a new project after we finished university. We thought that editing a magazine would be fun, and so I applied for the Gillian Purvis Award (Helen graduated a year before me, and the award can only be given to students in their final year of postgraduate study). The application consisted of my own writing, but it was clear that I intended to use the prize money to launch Fractured West. That prize allowed us to launch the magazine. We work on a shoestring budget: the price of the issue covers the printing and postage costs to get the issue out to people, and the prize money pays for contributor copies, any promotion, and the launch events. Helen and I don?t take any money at all for our editing work, and my partner Susie McConnell is a freelance graphic designer at Firebrat so she very kindly does all of our print and web design for free. I think that the clean, professional design is part of the reason that the magazine has been successful, so we?re eternally grateful to Susie.

We had no idea what we were getting into, and things I thought would be simple always turn out to be so time-consuming and complicated! But editing the magazine is a joy, and I?m so glad that I?m on this journey with Helen.

RB:?You find it hard not to be inspired, but ?lassoing it into a coherent structure? requires more work. Can you tell us something about your writing process? Perhaps a little glimpse into your writing day?

KL: I have spent years trying to develop a writing schedule, but it never quite works out. My only rule is that I always write 100 words a day, no matter what. Even on the craziest, most hectic day, there is always time to take ten minutes and jump into my story. I often write my 100 words on my phone and email it to myself to be added to my work-in-progress. I?m always thinking about my current story, daydreaming about the characters and locations, trying to pick holes in the plot to make sure it?s sturdy. When it?s time to write I don?t need time to ?get into it?, as I?m already there. I do write a lot, but it?s nothing compared to the time I spend daydreaming!

RB: Do you have any favourite genres in flash fiction? As a reader? As a writer?

KL: Both as a writer and read I love vivid, hyperreal, dreamy sort of stories. I love stories that do new things with old tales. I like to be surprised, I like the lullaby of words and syntax. Most of all, I love a story that takes me away to a vivid world and makes me feel a real emotion.

RB: Can you share some great pieces of flash that you?ve read lately? Also please give us a link to one or two of your own that you particularly enjoyed writing, with a couple of sentences about them.

KL: Lynsey May?s Two Dancing Doves (audio), Joe Kapitan?s Fossils, Amber Sparks?? You Will be the Living Equation.

My story ?Love Riot: A Manual? at FRiGG. I love writing in vignettes, little prose-poems. And I love second person narration too, though I don?t do it often.

My story ?The Romance of History? at For Every Year. ?I love this project! One story for every single year since 1400. It?s a beautiful idea and the stories never fail to inspire me.

RB: What words of advice do you have for writers who submit to Fractured West?

KL: Read the magazine, send us your best work, and don?t be discouraged by rejection ? from us or from anyone else.

In line Skating for Clubs ? It's Easier than You Think ? Beannachd

The in-line skating industry has come a long way since 1984 when there were only 20,000 skaters in the U.S. According to American Sports Data Inc., in-line skating is the nation?s fastest growing recreational sport (with step and mountain biking coming in second and third). Reasons for its popularity are simple. In-line skating is fun, non-impact and easy to learn. It?s the perfect way to introduce exercise (without calling it exercise) to the 80 percent of Americans who are less active, and it is an ideal activity ? indoors and out ? for any fitness level. In-line skating could assist health clubs in their challenge to create programs that apeal to member (and non-member) interests beyond weights, aerobics and racquet sports. ?More and more people are skipping the gym to go skating.? says Laurie Pehar, activities director for five Southern California Spectrum Clubs. ?Even though our clubs are crowded, people are kind of bored with the same old stuff inside.?

If in-line skating is already recognized by the public as a viable fitness option, what?s holding up health and wellness facilities?

Education is key

The answer, according to Chris Nelms, program director for the Easy Stride Skate School in Minneapolis, Minn., is an inaccurate image of the sport and, ultimately, a lack of education. Over the last two years, Nelms has submitted several proposals to provide in-line skate programs at local health clubs. He has been turned down more than accepted, but is optimistic things will change. ?We?ve experienced two obstacles with health clubs,? he says. ?First, downtown clubs don?t have a lot of space and are hesitant to do it indoors, not because of insurance, rather they?re worried about damaging the floors. Second, perception of the sport is that it?s dangerous.? Nelms suggests many facility managers and owners are holding onto an outdated image of the sport. ?When in-line skating came onto the scene years ago, kids with a skateboard-type image dominated public places, appearing irresponsible, wearing no safety gear. Because of combined efforts of the International In-Line Skating Association (IISA) and skate manufacturers to promote safety, education and awareness, that image has done a 180.? Nelms says a poor image is the easier of the two problems to deal with. ?Those of us who have been intimately involved in the sport and who already have the programs in place, provide educational resources for health club personnel who are hesitant to offer in-line skating.?

Nelms and other in-line skate school coordinators insist education is key to convince the health club industry that in-line skating is a profitable venture. ?One of the first things we do is provide management with statistical and practical information to substantiate our claim that the sport is safe and it?s here to stay,? says Jack Murphy, president of Power Rollers Inc. in Washington, D.C. Since 1991, Murphy has successfully implemented skating programs at several East Coast health clubs.

Using his company?s motto, ?Fun, Fitness and Friends,? and placing emphasis on social and physical benefits of skating, Murphy insists ?it?s easier than you think to start an in-line skating program.? He says the needs of health clubs are for self-sufficient, packaged programs, fully insured with a variety of classes. ?Clubs like working with us because we take the mystery out of the sport, providing tools to make it easy to get going. We share the same goals ? to bring in new members, keep the old ones excited about fitness, and making money.?

Murphy advises club personnel to look for a ?skate school? offering several levels of instruction, a solid and safe track record, with references, using only IISA-certified instructors.

For the facility that wishes to develop their own skating program, he suggests using a company like his as a ?starter package? to learn more about the sport and how to conduct classes. ?We?ve gone into clubs for a short-term commitment just to stir up member interest. We?ll offer six or eight classes to introduce the sport, then the club will hire instructors to take over.?

All of the groups except MEChA are local UCLA student organizations with no obvious radical political activities.

MEChA, on the other hand, is a national student organization with a long history of radical ideologies and actions.

According to MEChA?s stated primary objective, ?Chicano nationalism is the key to taking our people forward.? The group also aims to reclaim ?the land of our birth,? in reference to the American Southwest.

Members of the same UCLA MEChA chapter caused $500,000 worth of damage during protests in 1993.

In 1995, the University of California, San Diego chapter of MEChA published?an editorial praising the murder of Luis Santiago, a Mexican-American killed while on duty as an Immigration and Naturalization Service agent. The editorial repeatedly called Santiago a ?Migra pig.?

At a July 4, 1996 protest of illegal immigration, MEChA members were videotaped attacking protesters.

The National Council of La Raza, the leading Hispanic advocacy group, refuses?to support MEChA, presumably due to their radicalism.

In a comment posted in response to Campus Reform?s article, UCLA spokeswoman Claudia Luther said, ?the MEChA student retention program known as MEChA Calmecac must submit to ongoing and frequent assessment. Any programs that are not delivering are subject to being placed on probation and/or not being allocated future funds.?

How The Markets Reacted To 13 Mega Disasters ... - Business Insider

Between two world wars, multiple natural disasters and a major terrorist attack, the U.S. has been to hell and back...and back again.

Yet each time, the markets eventually regained their footing.

To be sure, in many cases, it took awhile.

We asked Dow Jones and Standard and Poor's to send us the complete returns for their indices since their respective inceptions to see how markets reacted to major cataclysms.

What's most surprising are the events that did not produce major market collapses.

Hurricane Camille, the attempted assassination of Ronald Reagan, the Martin Luther King riots ? the markets reacted with nary a shrug to each.?

Our conclusion: the markets are often down ? but never out.

*One caveat, we picked events where returns clearly changed after the date of the event, but other factors and happenings may have contributed to prolonging losses.

If you own a boat, you need boat insurance. In fact, many states now require boat owners to carry Watercraft Liability insurance before they transport or operate a boat. If your boat has been financed, your lender will almost always require you to carry full coverage boat insurance.

Again, most people don?t think anything bad will happen ? but bad things do indeed occur!

Vandalism is one problem that you may encounter. This is especially true if you dock your boat in a marina. Vandalism can also occur when you park your boat at your home, or at a hotel when traveling.

When you shop for insurance, make sure that vandalism is covered on your policy. Most issuers of boat insurance will only offer you the Watercraft Liability ? but in most cases, you need more coverage than that! Theft is another possibility. Cars are stolen all the time ? but boats are stolen as well. In fact, stealing a boat is easier than stealing a car!

Boat insurance should cover you in the event of vandalism, theft, sinking, fire, storms, capsizing, stranding, collision, and explosion. Furthermore, the insurance should cover the boat, the motor, and the trailer used to transport the boat. The boat should be covered no matter who is operating the boat, as long as they are legally allowed to operate the vessel.

Boat insurance will typically cover you in the event of malfunction as well. If something happens to your motor, it should be covered by your insurance. It should also cover you in the event that your boat needs to be towed back to shore.

What you are covered for depends on what type of coverage you purchased through your insurance agent. For this reason, it is important to know what type of coverage is available. Not all insurance companies will offer all types of coverage, but they will offer Watercraft Liability and Watercraft Medical payments.

Watercraft liability covers you just like car liability insurance protects you in the event of an accident where you are found to be at fault. Medical payments will cover medical expenses incurred by you and the occupants of your boat that are the result of a boating accident in the covered water vessel.

Optional insurance usually includes coverage for reasonable repairs, emergency services to your boat, motor, or boat trailer, and wreck removal. Wreck removal is very important coverage to have. If you boat sinks, it will need to be raised before an insurance company can access the damages and pay your claim. This is very expensive, and in most states, the law requires you to remove wrecked or sunken vessels.

Boats may be luxury items ? but they are very expensive luxury items.

Repairing or replacing a boat may not be something that you can easily afford ? but in most cases, you will find that boat insurance is quite affordable. However, if you are thinking in terms of cost, and you think that you cannot afford the boat coverage, you can be certain that you will not be able to afford to repair or replace the boat either!

No matter how you look at it, you need boat insurance, even if you just purchase the watercraft liability coverage. Again, most states now require this liability coverage for water vessels, and if the boat is financed, the optional coverage may be required as well.

New York Mesothelioma Lawyer Says Lung Cancer Awareness Month

There is no better time to educate the public about the health hazards of asbestos than during Novembers National Lung Cancer Awareness Month, New York mesothelioma attorney Joseph W. Belluck said today.

Many people think that lung cancer is a disease caused by cigarette smoke, said Belluck, a lawyer who represents clients in lung cancer and mesothelioma claims related to asbestos exposure. That is true, but asbestos is also a leading cause of lung cancer, and now is the time to keep spreading that message.

Asbestos is a naturally occurring group of minerals that was widely used in building and construction, shipyards, the automobile industry and in products such as ceiling and floor tiles until the 1970s, when concerns were raised about its impact on human health.

Today, it has been recognized as a carcinogen by the U.S. Department of Health and Human Services, the Environmental Protection Agency and the International Agency for Research.

An average of 437 Americans die from lung cancer every day, according to the Lung Cancer Alliance. Lung cancer is the second leading cause of death in the United States and afflicted 157,300 Americans in 2010, according to federal statistics.

In New York, more than 13,500 people were diagnosed with lung cancer in 2009, according to the American Cancer Society. Of that number, 8,780 people died.

The dangers of asbestos extend beyond lung cancer, said Belluck. Asbestos is the only known cause of mesothelioma, a rare and deadly form of cancer that attacks the membranes surrounding many of the bodys vital organs, most frequently around the lungs.

However, mesothelioma and lung cancer are not the same, the New York lawyer emphasized.

Mesothelioma displays as a large mass of interlocked tumors that blend in with healthy tissue, making it difficult to operate on successfully, Belluck explained. By contrast, lung cancer is characterized by more distinct, individual tumors. That makes them more treatable, although the late stages can be just as aggressive as mesothelioma.

In recent years, lawsuits have ensued nationwide against companies whose use of asbestos is alleged to have caused mesothelioma and other lung disorders including lung cancer and the non-malignant breathing disorder asbestosis in former workers and others who may have been exposed to asbestos.

One challenge for people who have developed an asbestos-related disease like mesothelioma is that the disease can lie latent for decades, Belluck said. They may think theres no way to proceed with a successful lawsuit after so many years. But thats not necessarily true. Attorneys can help investigate their claims and advise them of what their legal options may be.

Successful claims can result in compensation to help pay for the costs of treatment for lung-related diseases caused by asbestos exposure. Mesothelioma treatment has been estimated to cost families anywhere from $ 150,000 to $ 1 million.

(AP) ? The Olympic torch has begun its tour of London ? and to everyone's relief, the weather is cooperating.

After weeks of unseasonably chilly temperatures and miserable rain, the sun came out Saturday as thousands of people turned out to watch the flame begin its seven-day trip of the Olympic host city.

The torch arrived late Friday in the city with a dramatic entrance, abseiled from a helicopter by a Royal Marine to the Tower of London on the shore of the River Thames.

After a night locked inside the Jewel House of the 11th century landmark, the torch started a journey through London that took it from a historic ship to a shiny new shopping mall.

From the Royal Observatory in Greenwich, the home of Greenwich Mean Time (GMT), the torch was carried to the Cutty Sark, a newly restored 140-year-old ship docked in the Thames.

Phillips Idowu, a champion triple jumper for Team Great Britain, then took the torch to the Westfield mall, Europe's biggest, next to the Olympic Park.

Saturday's torch relay also included stints from London's youngest and oldest torchbearers: 12-year-old Chester Chambers, and 101-year-old Fauja Singh. Like most other torchbearers, they were nominated by their communities.

The torch, which has already traveled across Britain for more than 60 days, will continue to tour London's streets until it ends its journey at the Olympic Stadium for the opening ceremony in the capital on July 27.
