Where Will Kim Kardashian, Lady Gaga Party On New Year's?

From New York to L.A., celebs have plans to ring in 2012 with a bang.

New Year's Eve is the last chance you'll have to party in 2011. And as the days to plan out your big night begin to dwindle, MTV News is rounding up some of the biggest parties on the planet. From Los Angeles to New York, there's something for everyone.

The Kardashians will be hosting several parties all over Las Vegas. Kim will be at Tao (for a fee of reportedly $600,000), Kourtney, along with the Madden Brothers, will party it up at Chateau Nightclub & Gardens at Paris while Rob has it on lock at Tryst.

Other big Sin City parties include Chris Brown's shindig at Pure, Mary J. Blige's bash at RPM Nightclub, Bruno Mars at The Bank and B.o.B at LAX (the club, not the airport). Fergie and will.i.am will both be in Vegas to ring in 2012. The Black Eyed Peas' leading lady will be at 1Oak, while will.i.am be DJing at Surrender. Professional party rockers LMFAO will be shufflin' all night long at Haze Nightclub at Aria. Newly engaged John Legend will perform at the Palms with T-Pain and Paul Oakenfold.

As celeb-filled as it may seem, not all the stars will be in Vegas. In Los Angeles, Mario Lopez is hosting a party at Hollywood & Highland that boasts performances by Lupe Fiasco and Cobra Starship. And in Chicago, "American Idol" alum Lee DeWyze will be at the Hard Rock Hotel with DJ Chris Kennedy (Chris Masterson) spinning tunes. Kanye West's plans have yet to be determined, but he recently tweeted he's looking for a place to DJ right into 2012. We're sure someone will find a place for him at their party.

New York is the home of all things New Year's. Lady Gaga has been booked to perform on two NYE specials: the 40th annual "Dick Clark's New Year's Rockin' Eve" and the Japanese program "Kohaku Uta Gassen."

For those who want to snuggle up on their couch and avoid all the partying madness, MTV has your back. This year Demi Lovato, Mac Miller, Selena Gomez, J. Cole, Jason Derulo and more will be on hand for "NYE in NYC 2012," which will air live at 11 p.m. ET on Saturday (December 31) from Times Square, where the famous ball drops on, you guessed it, MTV.

Microsoft Announces 50,000 Published Mark For Mobile Applications

Microsoft on Wednesday announced that their Marketplace for mobile smartphones now contains 50,000 published apps, a mark they call an ?important milestone?

Statistics were confirmed by?All About Windows Phone?which pointed to a critical acceleration since the platform launched earlier in the year with apps increasing from 20,000 in August and then jumping from 40,000 to 50,000 in just 40 days.

Breaking down the company?s most successful application categories the site found that entertainment accounts for 57% of the company?s third party mobile apps while ?books and reference? fall behind in second place followed by games in third place and ?tools and productivity? applications in fourth place.

The study also found that 58% of WP7 apps are free while 29% are paid and 14% offer free trials, numbers similar to those found in the Android Marketplace and iTunes App Store.

Based on current numbers the company is also adding 265 new apps to their catalog each day.

While Microsoft still has a long way to go Newsy pointed out that back in March?Microsoft?s Brandon Watson indicated?that?the company is not padding its stats either.

?We recognize the importance of getting great apps on our platform and not artificially inflating the number of actual apps available to customer by listing ?wallpapers? as a category? We also don?t believe in the practice of counting ?lite? apps as unique quality content? Finally, we don?t double and triple count apps which are submitted in multiple languages.?

China's Big Report On The Wenzhou Train Crash Blames Two Disgraced Officials And One Dead Guy

China released a soft report today on the Wenzhou train crash that avoids blaming anyone controversial.

A total of 54 people were recommended for some kind of punishment, but the major scapegoats were two disgraced officials and one dead guy, notes Charles Custer at Penn Olsen:

The main heaping of the blame, however, was placed on the shoulders of the already-disgraced former Railway Minister Liu Zhijun and his Vice Minister. Both men had been removed from office in early 2011 ? well before the accident occurred ? on charges of corruption. The other ?main culprit,? according to the state council is Ma Cheng, the deceased former CEO and GM of the Signals & Communications Group.

The accident, which left 40 dead, was blamed on various factors from lightning damage to failure to perform safety checks (read more at Penn Olsen).

China has aggressively downplayed controversy around the July crash, at one point prohibiting media reports that looked negatively on the future of high speed rail.

For now the future of high speed rail is uncertain. Yesterday China debuted a new record fast train. On the other hand 2012 railway construction is expected to fall 42%.

Toxin found in Chinese milk

SHANGHAI, Dec 27 ? China has discovered excessive levels of a cancer-causing toxin in milk produced by one of the nation?s leading dairy companies, the firm said, in the latest in a series of food safety alarms.

The government?s quality watchdog found high levels of an aflatoxin, which is caused by mould, in milk produced by the Mengniu Dairy Group, the company said in a statement issued on Sunday.

Mengniu said the milk, produced at one of its plants in the southwestern province of Sichuan, was tested before being sold so the contaminated milk never reached the market.

China is trying to crack down on product safety violations to reassure citizens and restore faith in the government after a series of high-profile scandals.

Milk was at the centre of China?s biggest food safety scandal in 2008 when the industrial chemical melamine was found to have been illegally added to dairy products to give the appearance of higher protein content.

At least six babies died and another 300,000 became ill after drinking milk tainted with melamine.

Product safety problems have been found in goods ranging from pharmaceuticals to cooking oil. In September, the government arrested 32 people over the sale of cooking oil made from leftovers taken from gutters.

Aflatoxins can be found in milk after cows consume feed contaminated by mould and can increase the risk of cancer, including liver cancer, according to the World Health Organisation.

Mengniu said the products had been destroyed, and apologised to consumers.

The General Administration of Quality Supervision, Inspection and Quarantine made the latest discovery in nationwide testing of 200 dairy products made by 128 companies, the agency said separately. ? AFP

Ian Hanks, 30, died Friday, December 23, in Austin. He leaves with us a legacy of friendship, love, and passion. We, your family and many friends from around the world, are better for knowing you, Ian, and we will miss you with all of our heart for the rest of our lives. You have set a high standard for exactly how to live and love, and we are indebted to you forever.

Ian was conceived in Edinburgh, Scotland. He spent his first seven months in his mother's womb there, and then traveled to Austin, Texas to begin his life here on Earth. He grew up in Tarrytown, attended Casis Elementary School and then entered the wonderful, nurturing environment at St. Stephen's Episcopal School as a sixth grader, where the foundation for many of his lifelong friendships was established.

As an 11th grader, Ian developed lymphoma. At the time of his diagnosis, he was traveling with his father in Hungary on an antiques buying trip. From that day forward, his life transformed and he became a messenger of love and living in the moment, because he realized--as few of us do--just how fragile life is and how wonderful each day can be.

Ian survived lymphoma, graduated with honors from St. Stephen's and then graduated from Wesleyan University in Connecticut. He wished to learn and master only one topic?how to experience life in a meaningful way. As a Wesleyan sophomore, he was blessed to discover his life's passion?China. He graduated with a degree in East Asian Studies and was selected as a Princeton in Asia scholar. He worked as a consultant in Shanghai with Tractus Asia, a management consulting firm. During his time at Wesleyan and for all these years afterward, he has lived and breathed his adopted country and culture. He became the most fluent Mandarin speaking American that anyone knows.

After graduation, Ian lived for three years in Shanghai, then a year in Hong Kong, and finally three more years in Hangzhou, his favorite city in China. In Hangzhou, he met the love of his life, Sandra. For the past two years, Sandra and Ian have spent every moment together and we?their family and friends?can say without reservation that they are the two happiest lovers we have ever beheld. We are all so happy that Ian found the true love of his life, something we are all searching to experience.

While in Hangzhou, Ian and his brother Roger founded Hanks Brothers Chinese Trading Company. Over the years, he, Roger, and Sandra provided life-saving heart surgery for seven Chinese school children through Project Hope. To donate to this charity, see www.hanksbrothers.com/collections/charity.

During Christmas 2005, Ian was diagnosed with astrocytoma, a form of brain cancer that is not curable. Through his ordeal, which included various forms of chemotherapy, radiation, and surgery, Ian lived in the moment. He woke up every day during the past six years in China determined to have another great day. We feel confident that he enjoyed every single one.

In fact, we who know Ian so well hold the common belief that we have had the joy and comfort of knowing the most remarkable person we will ever know. Ian is survived by the most remarkable woman in the world, his wife Sandra Hanks; his mother Janice Hanks; his father, Whit Hanks; his brother, Roger Hanks; his sister, Louise Hanks; his grandmother, Lucy Hanks; his other mother, Tita Due?as, and hundreds and hundreds of loved ones from all over the world.

Funeral services will be held at 1:30 p.m. on Thursday, December 29, 2011 at St. Stephen's Episcopal School Chapel, 6500 St. Stephen's Dr., Austin, followed by a graveside ceremony at Oakwood Cemetery. A reception will follow at Ian's home.
